I usually use the Video card setting for De-Interlacing. Otherwise you are forcing Plex to transcode which for some people with very low power systems is not an option.
Not sure what you mean. It is direct play to a Windows PC. Plex Media Player has proper deinterlacing while Plex for Windows does not.
What kind of screen do you have?
What kind of connection is used between screen and computer?
What type of graphics adapter (GPU) is used?
Did you install up-to-date driver software for this graphics adapter?
Intel UHD 630 graphics with recent drivers on Windows 10, hdmi out to 1080P LCD monitor. Kodi has no deinterlacing problems with 1080i MPEG2 on the same PC. Have there been fixes since the previous discussion? How to turn on de-interlacing in Plex for Windows
Most Vendors provide a control panel for the video chip to override application settings.
In the absence of a check box in Plex for Windows for deinterlacing it would be worth changing the video settings in the Intel Graphics panel.
Intel Graphics Settings:

>Image Enhancements
>Sharpness “Use Driver Automatic Settings”
> Noise Reduction “Use Driver Automatic Settings”
>Film Mode “Enable”
