Server Version#: 1.14.1.5488
Is there a way to prevent remote users from using Direct Play or Direct Stream (other than having them disable it manually via their player)?

Direct Play is usually a good thing, because
a) it ensures the highest quality
b) it doesn’t tax your server’s CPU that much
If you however are concerned by the data volume caused by the remote playback, you should tell Plex server to restrict the maximum bitrate:
https://support.plex.tv/articles/200289506-remote-access/
If a file is played which exceeds this limit, the server will automatically fall back to transcoding, to reduce the bitrate.
This in turn requires that your server is able to do transcoding fast enough.
Transcoding might put significant load onto your server. It is possible that you will hear it (because the fan will speed up) or that you will feel it (because it may react slower if you want to play something from it at the same time).
Thanks @OttoKerner
Unfortunately limiting bandwidth via server settings will cause Roku Ultra (and Premiere) to buffer. Removing the limits resolves the problem. This is a known issue if your search the forum.
The ability to disable direct play server side would be helpful in these situations. Ideally I would like to have the Roku bug resolved.
