Remote Direct Play/Stream quickly buffers then slowly stops unless doing a low bitrate transcode

Summary: Family member cannot stream Direct Play/Stream without the show eventually buffering indefinitely as the server simply stops sending data (or the client stops requesting it).

On their wired Roku ultra and wireless Roku TV (OSs), when they play it will start with a burst 60-100+mbit, filling the buffer. Then it will go for at least a few minutes with small pulses of data and then eventually stop sending anything resulting in never ending buffering message. It will stream all day if set to 4mbit 720p transcode. Doesn’t matter if it is already a very low bitrate ~10mbit file or full bitrate blu-ray, it will just stop if set to Direct. They are on a smaller cable ISP with ~600mbit download speed and never experience anything like this with any other streaming service on any devices or internet usage on their computers.

I have another sister (comcast) with the same Roku Ultra who can stream my full bit-rate 4k blu-ray’s all day without issue. Another friend (comcast) who gets buffering and failure to an Xbox Series X and PC browser but with different symptoms so I don’t think it is related to the main issue I’m trying to solve. I have 2gibit fiber upload with the server running on a hefty PC as my ISP filters nothing so it isn’t a hardware or bandwidth issue.

Question: I’m going to try again to troubleshoot it this weekend but wanted to check to see if there are any scenarios I should be trying out (server or client side) or specific things in the logs I should be looking for that would highlight why the Direct Play stream peters out.
