Disable local server syncing with plex services

Right now I have a pretty vanilla setup of plex. One of the key issues that I have with the setup I have now is that I truly don’t know what information is being passed from my local box to the plex services. What I am really looking for is just a dumb local plex server that can only be accessed while on my local network and does not send any data outside of my network.

Is it even possible to completely decouple the local plex server from the plex sync services?

No, it is not possible.
Plex may “survive” a few days without internet (after everything has been set up and all clients are signed in), but it will eventually require internet connectivity.

You can use Plex completely offline, but this will restrict your choice of clients
and also other Plex features like multi-user support
