DLNA playback in VLC on raspi 3

I’m running VLC on a raspberry pi 3, and having stuttering with HEVC video. I’ve also tested some AV1 video, and the pi only displays a black screen with the audio track playing. I’m streaming the video over DLNA.

The pi 3 is obviously under-powered for more advanced codecs. How do I get PMS to transcode video for the pi?
