DLNA Server log: ERROR - Unable to start UPNP server: -32042

Dear all, I have a problem to start Plex DLNA Server on my Windows Server 2016.
Always if I tick on “Enable DLNA Server” the last line of the logfile is “ERROR - Unable to start UPNP server: -32042”.

Just for information, there is a SERVIIO DLNA Server running without any problems on the same Computer. Even if I disable SERVIIO, I have the problem with Plex DLNA.
As target I want to replace SERVIIO by PLEX.

Does anyone of you have an idea how to get the server running?
