I have a plex pass and want to know if I should set up roomate as a home user or a friend, pretty much it comes down to weather or not they use their own username and password (not just pin and user switching) so they can add their own devices or if I have to login on their device then they can switch to their user…
Without Plex Pass, you cannot create Home Users (managed users) anyway.
So you can only invite other Plex accounts.
Which means they use their own username and password.

If you keep on using this Plex account, which you are using now to access these forums, then you don’t. 
But anyway:
If you want your roommate to use his own username and password, let him create his own plex.tv account.
Then invite this account to your server.
Should you later have the desire to have him in your Plex Home, you can simply invite him again, this time into your Plex Home. (i.e. he doesn’t have to leave your server first. All his playback history will be retained.)
In general, it is only advised to invite ppl which are living with you in the same household. (so you can grab and shake him if he misbehaves on your server
)

If I add a user to my plex home can they sign in on their additional devices (cellphones, tablets, laptops etc) using their own unique username and password or do I have to sign them in using my account that has the plex pass then they can “switch users”
I did. Just “the other way around”. 
A traditional managed user doesn’t have its own user name and password. i.e. it has to ask the server admin to sign in his Plex clients.
The server admin does this and then, as a second step, performs a ‘Switch User’ to the profile of the managed user.
All that prevents the managed user from switching back to the admin account is the Admin’s 4-digit PIN.
Hence why I started my initial response right with the recommendation to create a separate user account.
I got tired of you not reading what I was typing, so I used a spare email and yes, home users do in fact have the ability to log in with their own username and password so I dont have to use my admin/plex pass account to sign their devices in for them…
How are you a mod and you dont even know how this service works…
That’s what I wrote above.
So you can have two options
-Home user (uses admin login or Plex account)
-Freinds (Use their own Plex account)
Home Users
So home users can either have their own account or just log in with the admin account.
You can also just select “Create Managed user” which adds in a user to YOUR plex account.
This is better for people sharing TV’s as then you only switch users rather than accounts.
Friends
Better for sharing with people outside your home.
in settings, you go to user & Sharing and click share libraries, enter their email and follow the steps selecting what they can see and restrictions. They will get an email where they can set up their own account (or login to one if they already have one)
I find it best to keep home users for people in the home and friends for those outside the home, this makes it easier when you purge the system of old users.
I would suggest as it’s for your roommate to set them up as a home user through email as it will mean they don’t get your admin login details but will show up as a user on your account to TV’s/PC’s your logged into around the house.

Thank you, that is exactly what I was looking for. The Home User was the way to go for us because we do still have a living room TV that we all use but I wanted them to be able to use their own usenames and passwords to set up their phones and laptops and such.
