Do you think Plex is the best option for downloading movies and streaming?

I am interested in finding a app or device that allows me to download my purchased DVD and Blu-ray movies and stream them to other devices including my adult children in different states. I have about 1500 movies and use VUDU for all my latest Blu-ray movies. Do you think Plex is the best option in conjunction with a roku device to access the Plex app? I am semi retired with the time to devote to this project but I am only average in being computer savvy. I will probably have a computer expert help me set the server up but wonder if there are constant problems downloading movies and keeping the server up and running. What are your thoughts? Thanks
