Does the Xbox One run Plex Media Server (like the Nvidia Shield)?

Hi, this is a basic question, but I can’t find a direct answer - can the XBox One act as a media server like Nvidia shield? Meaning, can I just use an Xbox as the server instead of using an old PC/Mac? I’m looking to purchase an Xbox and/or Shield and would like to see if both can do this?
