If i have my movies on my disk on the computer and i linked my smart tv with my computer plex and stream any movie from it
DOSE THE STREAMING REQUIRD A INTERNET ?
or just a wifi ( without internet ) to stream it

Streaming does not require internet if the client is able to connect locally to your server. This is how it’s designed, but depending on your network setup, it could cause the stream to go out to the internet and back. No way to know exactly what it does without analyzing your logs when actually streaming.
