Ok so i know i have a double NAT problem and Shentel wants to charge me 75 to set it up and 20 a month for a static IP. Is there any other way around this?

Would it work if I plugged my modem into a switch and put one port to the router and another to the computer running plex?
The best thing to do is to configure one of the routers to Bridge mode.

Bridging the router didn’t work either.
I solved the problem with a VPN. I wrote a tutorial in german, but maybe the Google Translator helps you.
