Downloaded Movies / TV show rarely play on Ipad Mini

I have been trying to download movies and TV shows onto my iPad, and less and less of the play. I always get the spinning wheel when I press play. The movies, as far as I can tell, are completely downloaded. One trip I went on I downloaded 10 movies hoping to get 1 to play, and none of them played. Please help.
