Playlist bug with multiple users, multiple libraries

I recently migrated my music to Plex. I have 2 music libraries, one for myself, one for my wife. She has a separate user account. When she looks at Playlist in the Libraries of the web client or looks at the Playlists from the Music section of the iOS client, it shows all the playlists she has created, regardless of the source library. There’s no way to offline download the secondary(?) library?

I changed to Settings - Source to secondary library, refresh, delete and newly download,
It only downloads primary(?) library tracks.
