Downloaded/synced podcasts still using data

Synced/downloaded podcasts with “prefer synced content” option checked are still streaming over data even when I have podcasts downloaded to the device. The only way to make sure no data is used is to toggle offline browsing.

I’m using Podcasts on the Android app. What I’ve noticed is that Plex app is using mobile data to stream podcasts that have already been downloaded, defeating the purpose of downloading them in the first place. If I set the app to “Offline Browsing” then the podcasts play using the downloaded version. If I uncheck offline browsing and play the same podcast, I notice my mobile data usage meter start logging significant traffic to the Plex app.
