Trying 3 separate devices using quality setting medium to download movies / shows to my devices. Downloads that appear to be under that quality preset download fine without transcoding. Video above that setting (ex 4k) fail to ever pass deciding / waiting. Transcoder / CPU never seem to spool up.

To add to this. I was doing Ram Disk for my transcode but switch back to SSD transcoding to see if there was an issue with the amount of RAM the transcoder had access to. Both SSD transcoding and Ram Disk exhibit the same issue
Having the same problem with it saying ādecidingā. Tried a few different episodes / series / movies and all the same thing. Media that had previously worked / been transferred (and since deleted) are also stuck at ādecidingā. Changing the āQualityā from medium to original did not change anything.
This is what the log says when I ask for a download and it keeps repeating.

Same exact issue here. ipad and iphone are on latest stable (2025.18.0 1109), all downloads stuck on āWaiting.ā Issue persists regardless of download quality setting.
Sad to see that this has been open for a while and no ideas on how to fix or troubleshoot further. What is the point of paying money for software and not getting support?

Iām having this same issue, all downloads just stay on ādecidingā.
Edit: I must apologise to the Plex team on this one. Iām the cause of the issue but the user-facing indefinite āwaitingā is not particularly helpful either.
My Plex partition had too little free space so transcoding couldnāt start.
What is your configuration? I have tried moving the transcode folder from /dev/shm to its own folder on the SSD cache but things still donāt work
I havenāt has time to fix my instance yet. Running TrueNAS + Helm
Make sure to take a look at the logs. Thatās where I found out about the space limitation.
I think I got it working as well. However the implementation of this really stinks.
TLDR - using Unraid and PMS Docker the /transcode folder is loaded via tmpfs and is limited to 16GBā¦ even when using /dev/shm with 32GB of RAM or switching to another share. The ONLY way I was able to work around this was to point to a folder of the NVME SSD instead of a separate share. Really bums me out that I cannot do RAM transcoding anymore
Iām right there with you! Recently had an extended rant to a friend of mine about all the things going wrong with Plex but thatās outside the scope of this thread ^^
For anyone who might find this hereās a possible solution. I wanted to keep RAM transcoding for day to day stuff but still wanted downloads to work properly. Since downloads REQUIRE you to have as much free space as the file you are copying, I decided a downloads share on my cache drive was ok.
