Cant download to device (stuck at status "deciding" or "waiting")

When trying to download movies in the plex app locally to the device (iphones) its stuck on “deciding” (edit: tried a day later and now its stuck at “waiting” instead".

tried two different devices and two different accounts (admin and a plex home user)

it works fine when downloading in the (installed) plex app for windows 11 on my computer though. both “original” and transcoded versions (high)

what it does the moment i tap the “download icon” on the movie is starting to spam these in the console in PMS:

After the newest plex app for ios it seems its now changed to be at “waiting” status instead. And looking in the console of PMS i see these warning messages when trying to download a movie:

[Req#56ffc] Low disk space: 17.99GB source file, 7.7GB capacity, 7.7GB available on “/transcode/Transcode/Downloads/27”

and these errors in the console:

[Req#56ffc/DownloadQueue] Failed to get status for generator 1996

the /transcode is located on RAM.

does this mean i need more ram? (or, well, locate the /transcode elsewhere)
not sure about the errror message though.
