Dual-layer Dolby Vision (from MP4 muxes) Support

Most likely I’ll get in hot water with this request

First of all… I know: this feature is discussed in hundreds of reddit topics, some topics here and elsewhere. In fact, single-layer DV is currently supported (latest android app version).
I also got that up to now there is no third party media player what supports dual-layer DV, expect a modified Oppo Player. This would be no option since the UI is terrible (or there is non).

Currently it seems that whenever I start a dual-layer mp4 DV video, Plex ignores the second layer and starts the video in HDR.

So, what are the main challenges to make plex accessing the second layer? Since there is one third party media player what supports DV (mod Oppo), there might be a chance to get this feature for Plex.
I would expect that this feature could be a USP and it would be definitely make a lot of people using Plex.
Is the problem more technical or a matter of licensing? I would not expect the second reason because DV is currently supported (even only single-layer)

I completely support this. Thousands of us have legitimate backups of our UHD Bluray collections, ripped to folder or iso, for preservation of our physical media and more convenient access. These are inherently dual layer. Supporting only single layer forces people to use expensive third-party software, that’s creates questionable dolby vision as it changes the look of the film vs it’s true dual layer counterpart. Plex stepping up as the hero we all deserve would be a huge push forward for the community

Plex doesn’t deal with the physical media.
It will not read the discs. This capability was removed LONG ago.
It was removed to be compliant with the licencing & copyright laws in all the different countries.
