DVR Tuner can't connect

I recently upgraded my TV tuner from a HDHomeRun Connect to a HDHomeRun TECH3-US. This worked great for a couple weeks until my Live TV & DVR just disappeared, as if it was deleted. When I try to “SET UP PLEX DVR”, my tuners don’t show up and when I try to enter the IP address, I get “There was a problem adding the device: 10.90.11.”.

I installed Plex on a different computer, to see if that would fix the issue. On that computer, the tuners show up, but when I try to scan channels, it reports 0 channels.
