Efficient Plex Build

I’m looking to make the best plex build that can handle 4k transcode and be efficient with the power draw.
Assumptions:
I can use any OS needed.
This will be a dedicated plex server.
I will and am sharing externally with family & plan to grow.
I can afford stuff.
**I know not to transcode when possible

Questions:

  1. What GPU should I get?
    A. Quado P2000
    B. Quadro P4000
    C. Gaming Card of some sort with driver hack to unlock streams?
  2. What OS matches up best with Option 1.
  3. Whats the most efficient TDP cpu I can get that will handle what the GPU doesn’t?

Just curious and might not be helpful to your cause but wondering why not go for a Plex ready NAS that can handle 4k transcoding vs doing a full build?

Sorry should have added:
This is my current setup running on Freenas (plex is running in Jail).
I heard i have limitations with this setup (hardware gpu transcode), plus unnecessary coupling with my NAS.
Intel Xeon E3-1231V3
32 gig ecc DDR 3 ram
SUPERMICRO MBD-X10SL7-F-O

I always build my own systems, so making the optimal system is my goal.
