Error 422 when adding friend

Hi. I have a problem adding friend. Error 422. I know there’s a 99 friends limit but I’m below that number and still get this error.

I have 87 friends but when I access https://plex.tv/api/users/?X-Plex-Token=xxxxxxxxxxxxx I can see my current friends and a few friends I removed months ago. Why do I still see removed friends?
