I have tried to install 1.18.2.2015 and 1.18.2.2029 In both cases after installing succeeds and PMS is launched I get a small window that just says ERROR with an OK button. In both cases I have had to roll back to version 1.18.1.1973. I have checked my windows event logs and the log folder in my PMS data folder (It is not in the default location)

I got the exact same thing!
But i updated from 1.18.1.2019 to 1.18.2.2029, upgrade went fine, but when I am launching Plex Media Server on my computer, it just says error. Nothing is written to the log files in the Plex directory. I tried to install it again, but then the installer uses very long time, and I can see that the Plex Update Service (windows service) cannot start. It is stuck on starting for several minutes, before it stops. Tried to uninstall and install 1.18.1.2019 again, but the same thing happens here now. I cannot launch Plex at all. The Error-button which appears when trying to start Plex, only displays Error, and a OK button - no more info.
My windows system log says this when trying to start the service: A timeout was reached (30000 milliseconds) while waiting for the Plex Update Service service to connect.
Ok, So looks like it was a permissions issue. I decided to try running PMS as administrator and it was able to start up, since I personally don’t want to program to have to run as Admin or to turn off UAC I started to try and reapply permissions. During this process I was getting many notices that the user that runs PMS didn’t have the permission to set the permission (gotta love NTFS permissions). Any who I ended up running the following on my Plex Media Folder in an elevated cmd prompt
takeown /f "<Path>\Plex Media Server" /r
icacls "<Path>\Plex Media Server" /reset /q /t /c
icacls "<Path>\Plex Media Server" /grant <Username>:f /q /t /c
where would be the path of your Plex App Data, and would be the User Name of the User that is running Plex
