On my Android phone, without even opening the Plex app, I suddenly get a notification stating that the app encountered a problem and asking if I want to close it.
The new app on Android TV stutters a lot when playing movies; the previous version worked very well.

In Plex Media Server Settings → General, do you have Push Notifications enabled?

If so, the problem should be fixed in the 2026.20.0 release, currently in beta.
