I have a Panasonic Viera TV. I really like the interface of YouTube app that it comes with. The interface is www.youtube.com/tv. How difficult would it be to implement a YouTube plugin using this interface? Essentially the plugin would just need to render that web page full screen, right? Is that even possible?

You can't do it like that with plugins/channels. Rendering that page full screen wouldn't help because none of the items would be "clickable" in that scenario they would just be transcoded to straight video content. Plex supplies it's own navigation and playing interface and you have to use them in order to do plugins/channels.
