In theory, if the setting I previously mentioned is set, and your Agent settings have ‘Local Media Assets’ at the top of the list (see screenshot below), Plex should work the way you describe, but it hasn’t worked for a very long time, if it ever did. The problem has become so institutionalized that the workaround has a name, the “Plex Dance.” The current method you describe is a variation of this. I would think this is very embarrassing for Plex, but they don’t seem to be bothered enough to fix it. Essentially, if Plex would fix this issue, the problem you describe would go away.
