No.
Suggestions can be closed if they’re duplicates or if Plex gives a definitive “we won’t implement that” (which they rarely do). Not for a lack of activity.
The only exceptions could be feature suggestions created in other categories and moved to the Feature Suggestions category (with the auto-close timer not being removed by accident). If this happens, those will usually be re-opened.
