I have several friends in the kaleidescape ecosystem, one of the features I would like to see make its way to plex is an option to show newly updated films/shows on a clients homepage. Newly releases and newly added are great, however, if I file is updated with better audio or video, plex does not reflect the changes.

So basically you’re looking for an option to filter a library by when a file was refreshed / updated in addition to the file-added date. With that, you can create your own hubs (e.g. a hub for recently updated files – optionally excluding those added entirely new).
Something like that, yes.
In plex media server, I believe the option would be bundled with the other toggable options in Manage - Libraries - Manage Recommendations
