I would love to see this and I don’t understand why it hasn’t been done already. EDIT- I found the managed users section that _Dad was talking about and it is exactly what I was wanting to do!

You can create managed users and restrict the content they view to only certain ratings you decide or items that have a certain sharing tag assigned to them. Then you can add a PIN to the main account/user that would have access to everything.
