Feature request: Per-user bandwidth control

Hi Plex people!

I would like to request a feature that limits the bandwidth usage per user and not per server? It will be of great help to limit certain users to lower bandwidth speeds.

If this is possible I will be eternally grateful.

So it has been nearly 8 months since “Streaming Brain” debuted with a global per stream quality limit and global total bandwidth limit, but no enhancements have been made in that time. Now that the base features exist, I am sure many of us think it would be nice if per stream limit could be moved in to the users → friends → restrictions panel just the same way library access is. It logically would seem to fit there, since that is where the other restrictions reside. I want to restrict certain…
