I’m having quite a few files that for some reason aren’t playing but they used to play. And I don’t know if something happened when I move them to a new cloud storage or what.
I don’t see in your logs where you tried to play anything. I do see that there is 1 shared server that is offline or no longer exists. Were you trying to play from this shared server?
Also, check the file’s video’s codec. For example, OBS Studio records my files with AVC, and Plex is happy with those. Some of the videos I download from YouTube are incompatible with Plex, iirc something like VPx (e.g. VP8). When I run into 1 of those newer codecs that Plex coughs hairballs on, I just re-encode it with Handbrake. 
Plex should be able to handle transcoding VP8 and even VP9. I don’t know if any clients support direct playing, but transcode should work.
