Is there any way to filter a video section or tv show based on the presence or not of a given (language) substitle?

There is not, unfortunately.
If you want this as a list of movies to try and fetch subtitles, the best you can do is to use
Plex2CSV to export your library into a text file.
Then use a spreadsheet application to sort and filter for the ‘Subtitle Language’ column.
