FireTV: Picture hangs for the first seconds in HVEC/x265 files

Hello,
I have an issue with playing HVEC/X265 files on my FireTV 4K stick. When I play a x265-encoded file from my server, the sound starts at the beginning but the picture is from a couple seconds into the video. When the sound reaches that spot, the video starts working without a problem. For example in one series, there always the NBC Logo and sound in the first 2-3 seconds, then the show starts. When I start playing this with a hvec file, i see a frozen image of two characters, but hear the nbc jingle, then the people talking and a couple seconds later, when the sound “reaches” the pictured scene, the video plays perfectly.

It works fine with x264 files, no issues there. The server is playing locally via direct play (both audio and video), no conversion or transcoding happening. The file and playback works fine on my phone with the Plex app (also no transcoding).

It did not use to be like that, only the last couple weeks I would say? And it starts getting really annoying, especially since it feels like its getting worse (the timespan with the frozen picture).

There are a few threads about this issue occurring on Nvidia Shield TVs and Sony Bravia smart TVs too. This seems to be happening across a variety of Android clients and not just with HVEC/X265 encoded files. Could this be some problem with the Exo player maybe?
