First lost direct connection to server, now lost connection to server entirely. Need help debugging

Player Version#: ? (Google Smart TV App)

Plex Server is on Win 11. Plex app is on Google Smart TV.

I have been a many many year Plex user. I have never experienced any problems up until today.

When I started to watch plex app on my smart TV today, it told me that there was not enough bandwidth for a direct connection. And I noticed the videos I was watching were clearly being rate limited and the quality lowered.

When googling, I saw others mention that Relay being enabled in the settings might be causing the problem, so I disabled Relay.

Now when I turn on plex on my smart TV, it can’t even find my Plex server any more.

I tried to reenable Relay on the Plex server but I still can’t make a connection. The TV is connected to the network as other TV apps have no problems.

I tried the normal basics of rebooting TV, plex server and router but problem remains.

What is my next step in debugging this?

ok I think I located the source of the problem. I believe it is my Avast software that is causing the problems. When I disabled it temporarily, every thing came back perfectly.

Now I just need to figure out what in Avast is causing the issue. I assume it is something in the firewall
