Free Live TV Failing with Error 16 via Recording Stack (No Plex Pass)

When attempting to watch Live TV, playback fails immediately with the error: “Could not tune channel. Please check your tuner or antenna.”

Troubleshooting I have already completed:

  • Confirmed the HDHomeRun is reachable and streaming correctly (curl to port 5004 returns a valid MPEG stream)
  • Confirmed signal strength on CBS (8.1): 79% signal, 84% quality, 100% symbol quality, 7 Mbps stream rate
  • Confirmed the HDHomeRun app plays Live TV successfully on the same device
  • Updated HDHomeRun firmware
  • Re-added the tuner device in Plex
  • Rescanned channels
  • All 4 tuners show green in Plex settings

When I attempt to watch Live TV, Plex allocates a tuner successfully but then immediately fails with Error 16 in under one second:

Grabber: Allocated a tuner on device://tv.plex.grabbers.hdhomerun/10AE55A2 (3 left)
Recorder: Error 16 (Recording failed. Please check your tuner or antenna.) starting the record, shutting things down.
Grabber: Freed a tuner on device://tv.plex.grabbers.hdhomerun/10AE55A2 (now 4 available)

The key issue: Plex seems to be routing a plain Live TV viewing session through the Recorder/DVR stack (note “starting the record” in the log), and that stack appears to be failing for non-Plex Pass users.
