Are the servers being shifted around?
They are hosted in a “cloud”. Which means hosts are being added, removed or moved to another geographical region quite regularly.
The .txt file is supposed to get updated automatically, as soon as there is a change. So you might want to fetch it once in ~48 hrs with a script or similar, to keep your filter list up-to-date.
What about IP 80.82.64.46 is that also used by PLEX? It does not exist in the “sidekiqIPs.txt” list
