"Fully Accessible outside your network" changes to "Not Available outside network"

I have been working great for a year, then I upgraded my ISP. I checked my firewall, and the port forwarding is correct. However when I enable Remote access, with the assigned port, it gives me green “Fully Accessible outside your network” for about 1-2 seconds, then drops to “Not available outside your network”.
I can access my library, but only in a yellow excamation point “Indirect” and horrible quality. I have done all I can find on the help.
Any Ideas??

See if your router will allow you to do something like this…
