I don’t seem to be able to find anything in the Plex server settings that let’s Plex determine the quality of the “*.ts” video file recorded via the Plex DVR. I have Hauppage tuner cards (2255 & QuadHD (Even though the 2255/2250’s are not listed as being compatible they work just fine). I think that when Plex makes a DVR recording it uses whatever the default recording quality the MPEG tuner card is set for. Consequently, for a 30 minute Burns and Allen show (OTA) that is 4:30, I end up with a 15GB file which is ridiculous. There is an option for post processing but so far, I haven’t found anything on the Plex support forums so far. I know that I can transcode while it is being recorded but if people are trying to watch other content while a recording is in session, things could get bad. So, does anyone have a good idea of a video converter that I can use in windows from the command line?

PLEX isn’t doing any encoding. They are simply taking the mpeg2 or h.264 video stream being broadcast and write it to disk.
Look up MCEBuddy and post processing scripts and you will find the info you are looking for.
Btw. The OTA broadcast spec allows for 19 mbps bitrate. If that show is HD and close to the max Bitrate that size seems very reasonable.
