if I’m using Google Chrome to watch Plex, my audio will convert to AAC always.
How I can disable that?

You can’t. A web browser doesn’t understand that many media codecs, so the Plex server will automatically translate incompatible codecs into something that a web browser can understand.
Use “Plex for Mac/Windows” instead. Media Server Downloads | Plex Media Server for Windows, Mac, Linux, FreeBSD and More

Not many. If you can run Kodi on it, you could try the old “Plex for Kodi” plugin. But I don’t know if it is even working nowadays.
Keep also in mind that you can either skimp on the server or on the clients, but not on both. Doing so is asking for a world of hurt.
I switched to LineageOS 19.0 Android TV (Android 12) - works very well plus Direct Play now.
