GPU Transcoding with AMD CPU

My CPU is fairly old at this point and I was looking to upgrade. I have a spare Ryzen 2700x, but looking at the Using Hardware Accelerated Streaming page, it states A recent Intel CPU. Is this accurate, or would a Ryzen 2700x be able to utilise a Nvidia 2080 SUPER card for transcoding?

yes you can use an nvidia gpu. and the 2700 will do software transcoding as well
