Hardware Transcoding Terrible Quality

Why is the hardware transcoding quality SO incredibly bad for Live TV? I am using an NVIDIA GeForce GTX 1060. When using Jellyfin or Emby the hardware transcoding quality was perfectly fine. Even when I set the bitrate settings to 12 or 18 Mbps, it renders a blocky horrible mess. Is there some setting I need to change? Transcoding movies works totally fine, TV however, there is very very very bad blocking all over.

What CPU do you have? Does it have integrated graphics?

i5 2500k.

The latest Plex allows you to select you hardware acceleration hardware to use. For some reason there are TWO listings for my NVIDIA card. When I select the 1st one it provides terrible quality. When I select the 2nd one, it work perfect. Thanks!

Oh yeah…. Use the Nvidia for sure. You have a very old CPU and Intel QSV didn’t become usable producing a watchable quality until the 11th generation.
