Hardware transcoding with AMD RX590

I have a PC with an I5 8600K CPU and 2x AMD RX950’s.

If I enable Hardware transcoding (“Use hardware acceleration when available” from the Transcoding section in Settings), the movie buffers every 3 seconds at the Plex client (which is a 2018 TV that’s connected by a 1GB switch that the PC is also connected to)…

If I disable hardware transcoding, I get mixed results on a per movie basis which I expect could be down to the codec used.

I’d like to get the hardware transcoding working - but it just doesn’t seem to work.

I notice in Handbrake that there’s an option to convert to ‘H.265 (Intel QSV)’, which im considering because the CPU could do the work (the i5 8600K supports QSV). It would just seem such a waste of GPU’s (and 8-10 hours to convert every movie).

Any ideas?
