You need a server and the TV app, the server streams a suitable file for TV to play. So you need a connection to TV from your Computer/Server, be it by wire or Wireless.

Did you read what the Op asked? He wants to watch his home video of his child on TV. Nothing to do with your suggestion.
Plex cannot do that, directly.
It always needs the Plex Server which is running on a PC, Mac, NAS device etc.
You probably want something like “Airplay” (Apple) or “Chromecast” (Android).
(this has nothing to do with Plex, btw)
If your TV doesn’t support one of these, you can “retrofit” this functionality with an additional device, which you are connecting to your TV:
If you have an iPhone, get an Apple TV and connect it to your TV.
If you have an Android phone, get an nVidia Shield and connect it to your TV. (or a cheaper “Chromecast Stick”)
Well all this is conjecture, the issue that automatically comes to mind, is the file compatiable with OP TV. If the file was compatiable and TV had a USB port the problem would be resolved, without any need of anything else except a USB Flash drive or similar.
OttoKerner suggestion is also viable.
