When I try to stream 4K content to my remote computer in a different country, LG TV or Amazon Fire 4K its always buffering, and I check the CPU utilization when I stream the 4K content I notice that the CPU is at 100%
As well when I check now the passmark of my processor is 14,369, which is enough to stream one 4K stream without any issue which is still not happening.
I’m not sure where I’m going wrong with this?? Anyone can help

Sounds like the file is getting transcoded. Would need to see the PMS logs to see if the issue is at the server end.
Since the remote client is in another country, the issue could be internet latency to that location. If you know how, run a traceroute to your remote location and see what latency you get.
In the FireTV Plex App, set Display Information = On (should be default, IMO). During playback, pull up the on-screen controls (pause the video, tap the bottom of the ring on remote, etc). In the upper left corner it will tell you if the video/audio is transcoding and provide a reason. The log files tell the entire story, but this can get you pointed in the right direction.
Choose AC3 or AAC audio if possible. Many 4K movies have TrueHD or dts-HD audio tracks. The FireTV does not passthrough or decode TrueHD, dts, or dts-HD audio, so selecting such tracks may force an audio transcode. Similarly, the LG will transcode TrueHD and probably dts-HD audio. It should be OK with AC3, AAC, & dts.
Lastly, if you’re using subtitles, turn them off and see if it helps.
For the LG:
PGS or VOBSUB subtitles force a video transcode
SRT + audio transcode forces a video transcode
SRT + audio direct has no effect on video
For the FireTV 4K:
PGS/VOBSUB/SRT + audio transcode forces a video transcode
PGS/VOBSUB/SRT + audio direct has no effect on video (on my AFTV Cube, 4K should be same)
FYI, WRT Plex and transcoding, you would be better off without the GTX 750 Ti in your system. The GPU in your i7 supports decoding HEVC video. The 750 Ti does not. It only supports AVC/H264.
One more thing to check. In the Fire TV settings (not the Plex app), check the video resolution. If it is set to AUTO, try forcing it to 2160p, either 50Hz or 60Hz as appropriate for your locale.
Otherwise, pull server logs, (debug, not verbose) and also Plex XML info, and let MovieFan take a look at things.
