I’m looking to buy Xbox One S for my dumb TV. Is HEVC with HE-AAC 5.1 supported for direct play on One S? I don’t need 4K because my TV is just 1080p after all.

Yes it works, keep in mind though that currently the Plex client on Xbox has some nasty buffer loop bugs in the client software.
It will work but you may have an issue after 5-20 mins where it starts buffering endlessly and have to exit out of the media you are watching and start from where you left off until it starts buffering again.
If Plex is on your mind for main use the Xbox version is not a good version of Plex to use if you can avoid it

Is that bug a temporary one or it couldn’t be fixed in the near future? Tbh I prefer to use plex on my 4k TV, I just want to add 1 more device rather than left that old tv unused.
Well the bug has been a problem for well over a year now, it got fixed then re appeared and currently their is no ETA on a fix. I honestly do not think it will ever get permanently fixed and would caution anyone from using an Xbox for Plex use
