Playing a tv show, under 10mb/s (way under) quality - plex shows it as 60+mb/s

That value is the bandwidth that’s been assigned/allowed for that stream. It is not an indication of the stream itself. In other worlds, your connection is 62 Mbps, so as long as the bitrate within the file itself is <62 Mbps, it shouldn’t buffer, but if there is a spike that exceeds 62 Mbps, you may see buffering or other display artifacts.

The original bandwidth of the file doesn’t play a role when transcoding is happening.

The screenshot is clearly showing that the server is transcoding. Therefore it is using a bandwidth value which is the product of the abilities of the connection and the bandwidth limitations which may (or may not) be defined in both client and server.

Not sure what you mean by no. I’m telling you that is what that number represents. Its based on the analysis Plex does for the file so it will vary depending on the file and the client. Here is an example.

Checking the XML for that file, you can find the analysis results. These value used depends on the client.

For Android, it uses one of the 2470 values. The audio is 128 so if you combined them you get 2598 which the app rounds up to 3 Mbps.
