How can anyone else access my libraries?

Goal: to allow a visitor in my house to access libraries on my plex media server. I used the following feature:

Settings | Users & sharing | Create managed user | EMail address

Expected was that the user would see something happening in his plex app while being logged in with his own plex account. But that didn’t happen.

And the following explanation line I don’t understand:
“Managed users are only available when signed in with an account in your home.”
So, I invite a user with his plex account email address and then he signs into an account in my home. What is an account in my home? I assume a managed user in my home is such an account. But how does such user log into my home?

Users that have their own Plex account would log into their own account, and they can see your libraries if you share your libraries with them. They would not log into a managed user acct.
A Managed User is intended for, say, your family members who live in the house with you. They do not have their own Plex accounts.
