Your server is telling its IP to plex.tv, from where authorized clients can get it.
A managed user is a kind of “sub-account” of the server admin’s account.
Logging in on a device must be done by the admin, using his/her own plex credentials. Then you can ‘Switch User’.
Managed users and ‘Plex Home’ are intended for the use of family members and members of your own household.
Don’t create managed users for other people, who are not family!

Thanks, they are part of my family. But I didn’t want to log in on their devices by mine admin credentials as my sister is living abroad and my admin account has a content that I don’t want to share to others.
Sounds odd, but in such a case as I have no physical ownership on her device I can’t share my lib to her.
Yes, you can. Make them create their own (free) plex.tv account, then share with these accounts. See the link I posted.
