I have a Plex Pass, and Plex Media Server on my MacBook Pro on the same WiFi I have an Apple TV 4K.
I would like to download videos from “Plex Media Server on my MacBook Pro” to “Apple TV 4K Plex App” for offline use.
How can I download videos on the Apple TV 4K Plex App?

Not supported.

Downloading media is supported only on the mobile and desktop apps.

There’s already an existing feature suggestion discussing this. You can vote in that thread – though keep in mind Plex don’t usually comment on their roadmap or specific timelines.
