How can I include a file/video in multiple libraries without making multiple copies? Perhaps something like a shortcut to the file being included in the directory the library points to?
Symlinks/Hardlinks
Create a folder to host content to be included in both libraries. A plex library can include multiple paths, so just include said path in both libraries.
I’ve tried using Windows shortcuts but that doesn’t seem to work. I’m sure a symlink would work if it were on a linux system…

you can organize your libraries / folders like this:
Filesystem:
Movies A
Movies B
Shared Movies
Plex:
Library 1
.. -> Movies A
.. -> Shared Movies
Library 2
.. -> Movies B
.. -> Shared Movies

Windows shortcuts are not Hardlinks.
