How do I change internal port 32400, because my VPS has serious firewall restrictions and only allows me to use some specific ports, so I just can’t get access to localhost: 32400. I’m using the ubuntu 18.04 system.

if your server is already signed in
if you are setting up a new server, you must claim it from the local network (you cannot claim or sign into a new server from a remote network).
this may mean you need to do an ssh tunnel to your server

If I may add:
Sign out your local browser from Plex/Web
SSH tunnel to it
ssh -L 8888:127.0.0.1:32400 ip.addr.of.remote
sign-in
let sit idle
back on local browser
open incognito window
http://127.0.0.1:8888/web
Now you can sign in and claim it.
Should this fail,
Stop remote Plex using the currently idle ssh session.
Delete Preferences.xml
Start remote Plex
Repeat the above sequence starting at step 4 above
