I installed Plex but didn’t set it up properly. I put all my movies into “home movies”. Can I uninstall and re-install and start over by re-indexing, or do I have to cancel my account entirely and start anew?

Sure Just uninstall and re-install.
Should not need to cancel your account

You only need to erase the movie library and create it anew as a real Movie library.

That is confirmed. Deleting a library in no way modifies or deletes the files on your storage drive. Unless you specifically enable it, there is no way in Plex to delete any media files (and even if it were enabled, deleting a Library isn’t the way it’s done). Plex has had a policy from the beginning to never touch your actual files. That one setting to enable the Admin to delete files is the only exception.

In fact you can even leave the existing libraries in place until your new one is completely setup. Plex allows overlapping libraries or even libraries of different types that contain exactly the same content.
I actually did that once the other way around and created a home movie library that duplicated an existing movies library. It was kind of funny what Plex tried to name some of my home movies.
thanks so much for your help. i appreciate it.
